Rules and Regulations of the Ringgold County Conservation Board

 1.	Definitions. 
“Board” when used hereunder shall mean the Ringgold County, Iowa, Conservation Board “Area” when used herein shall mean all parks, preserves, parkways, playgrounds, recreational centers, county forests, and other recreation lands, waters, buildings, and facilities owned, leased or otherwise controlled or governed by the Ringgold County, Iowa, Conservation Board. “Officer” when used herein shall mean all employees so designated by the Board, empowered to enforce the Rules and Regulations of the State of Iowa, and such officer shall have all powers conferred by law on police officers, peace officers, or sheriffs in the enforcement of said Rules and Regulations and the laws of the State of Iowa and the apprehension of violators thereof.
 2.	The Preservation of Property, Natural Resources and Wildlife. 
No person shall injure, deface, disturb, befoul, nor in any manner destroy or cause to be destroyed, any part of any Area, nor any public buildings, signs, structures, equipment, or other property found therein. It shall be unlawful to remove, injure, or destroy any tree, flower, shrub, plant or other vegetation, or any rock or mineral in any Area. It shall be unlawful to kill, trap, hunt, pursue, or in any manner disturb or cause to be disturbed any bird, or animal within any Area.
 3.	Closing Hours. 
Except by arrangement or permission granted by the Board, its Director or his representative, all persons shall vacate County Areas between the hours of 10:30 PM and 6:00 AM of the following day, except in specific areas designated for overnight fishing and camping.
 4.	Closing of Area. 
Any Area or portion thereof may be entirely or partially closed to certain uses or any use by the public for any specified period of time as may be determined by the Board. During such periods of time it shall be unlawful for any person to enter upon or occupy such Areas or portions thereof contrary to posted regulations.
 5.	Conduct. 
It shall be unlawful for any person to sell, possess, use, consume or otherwise in any manner to have liquor or keg in or on any Area under the jurisdiction of the Board. Unruly demonstrations, disturbing the peace, unseemly conduct or violation of the law are prohibited.
 6.	Peddling and Advertising. 
Peddling, hawking, soliciting, begging, advertising or the carrying on of business or commercial enterprise, within any Area, without the permission of the Board, is strictly prohibited.
 7.	Firearms. 
No firearms, air rifles, slingshots, bows and arrows, or flammable or explosive material or other dangerous articles or substances shall be used, kept or permitted in any Area, except in designated hunting areas.
 This provision shall not apply to any officer, or other designated employee of the Board. 
 8.	Fires. 
Fires may be built only in picnic stoves or in other equipment provided therefore by the Board and only in such Areas so designated. It shall be unlawful to start or cause to be started any fire whatsoever, in any other location, within County Areas.
 9.	Signs. 
No person shall post, fasten, paste, paint or affix any placard, bill, notice or sign upon any structure, tree, stone or fence enclosed, along or within any Area, unless written permission is obtained from the Board.

10. Traffic. The speed limit for all vehicles shall be 15 miles per hour, except where otherwise posted. No vehicle exceeding the restriction of a 5 ton license, as defined by the Iowa Motor Vehicle Law, shall be permitted upon the roads in the County Areas without written permission from the board. All vehicles shall be driven only on designated roadways. Any unapproved road vehicle including, ATV’s, snowmobiles, scooters, lawnmowers, dirt bikes, golf carts, etc. are prohibited in County Areas.
 11.	Parking. 
Parking in places contrary to posted regulations is prohibited. Vehicles shall be parked only in designated areas.
 12.	Disposal of Refuse. 
No person shall deposit or abandon in any Area, any garbage, sewage, refuse, trash, waste or other obnoxious or offensive material, except in receptacle provided for such purpose.
 13.	Swimming. 
Swimming is permitted only in designated Areas. The Board assumes no responsibility of death or injury of any person while swimming in any Area.
 14.	Camping. 
Camping is permitted only in Area and locations so designated. Campers may remain in a campground for up to but not exceeding 14 consecutive days.
 15.	Picnic Tables. 
Picnic tables are provided for use by the public. Persons using such tables shall vacate same when their meal is finished.
 16.	Winter Activities. 
Persons skating, skiing, sleighing, tobogganing, snowmobiling and engaging in other winter sports do so at their own risk. The Board assumes no responsibility for death or injury as the result of persons engaging in winter sports in County Areas.
 17.	Other Activities. 
 Conduct of activities such as fishing, swimming, boating, horseback riding, games, etc. shall be governed by Rules and Regulations as may be established now or hereafter by the Board and posted in each individual Area. Upon posting and publishing, as required by law, said Rules and Regulations shall become a part of this law and become enforceable as such. 
 No privately owned animal shall be allowed to run at large on any Area. Such animal will be deemed as running at large unless the owner carries such animal or leads it by a leash or chain not exceeding six feet in length. 
 18.	Penalties. 
Any person violating any of the provisions of the foregoing sections shall, upon conviction, be fined or imprisoned in the county jail.

 The above Rules and Regulations, having been adopted the 27th day of April, 1977, and modified March of 2011, shall be posted and applied within all County Areas.
